PROBLEM TO BE SOLVED: To provide an improved cushioning material manufacturing device for preventing the generation of jamming on a film sheet material being carried. SOLUTION: In a cushioning material manufacturing device 1, both width ends 2a of a continuous film sheet material 2 being carried are overlapped, and an overlapped section 2b is sealed and formed into the cylindrical shape, and while air is filled into the cylindrical sheet material 2 by an air feed pipe 27, the sheet material is carried for the given distance by a transfer roller mechanism 4 and then the whole width of the cylindrical sheet material 2 filled with air is sealed into the belt shape by a second sealing section 6, and the air feed pipe 27 is insertedly provided along the inside of the cylinder of the cylindrical film sheet material, and an air plenum 27a is directed to the downstream side in the carrying direction and disposed just in front of the second sealing section 6.
