PROBLEM TO BE SOLVED: To provide a method of manufacturing for a polishing tool for finishing an optical element of a curved shape or its metal mold to a mirror surface useable as an optical part, a polishing tool and optical element or its metal mold. SOLUTION: The polishing tool part 2 of the polishing tool 1 for polishing a work to be polished is formed with a heated compressed material by mixedly kneading a powdery member of crashed wood and a thermosetting resin making a principal component of any of urethane resin, epoxy resin, and phenolic resin, and in the material of the polishing tool part 2, the ratio of the powdery member of wood to the thermosetting resin is made to be 10 wt.% of less. The polishing tool part 2 is formed in a circular tire shape in section, and a shank 3 being a shaft is connected to the central part of the circular-arc shape. Thus, the polishing tool 1 is excellent in truning performance and whose surface can be precisely made and has a good water absorbency and prevents the floating-up during working, so that it has an adequate hardness and plasticity and is made to have a good biting of the grind grains.
