PROBLEM TO BE SOLVED: To provide a water-in-oil type emulsified cosmetic of low viscosity having high water-phase content, giving moisture to the hair or the skin, softly wet, not sticky, lightly spreading, excellent in storage stability, and having a water-phase content of >=60 wt.%. SOLUTION: This water-in-oil type emulsified cosmetic of low viscosity having high water-phase content is prepared by mixing 0.1-10.0 wt.% of one or more kinds of crosslinking-type polyether-modified silicones of the structural formula (1) (1 is 10-20; m is 20-30; and n is 1-5) with other cosmetic components, contains the water phase in an amount of >=60 wt.%, and has a viscosity of <=10,000 mPa.s at 30 deg.C. A paste-like polyether-modified silicone composition which is formed by kneading and treating the crosslinking-type polyether- modified silicone and a silicone oil with shearing force is preferably used as the crosslinking-type polyether-modified silicone.
