PROBLEM TO BE SOLVED: To solve the problem with a construction method for a ventilating layer that the method, used as a construction method of exterior heat insulation for the wall or the like of a building, for expelling moisture within walls to the outside, must involve construction work for the bed of a heat insulator and construction work for mounting of the furring strips of the ventilating layer, which involve complex fixing of normal members and structural members, leading to difficulty in leveling the bed of an exterior material. SOLUTION: A first-degree composite heat insulating panel A comprising a plastic foam heat insulating panel with high-density extruded plastic foam synthetic lumber assembled and incorporated therein is secured by wood screws to a structural surface member on the outside of a structural member, and air-permeable furring strips are fastened to the high-density extruded plastic foam synthetic lumber by wood screws to install the exterior material on the furring ships of the ventilating layer. Alternatively, a second-degree composite heat insulating panel B with the high-density extruded plastic foam synthetic lumber projecting by 10 to 15 mm is used to function as the furring strip of the ventilating layer.
