PROBLEM TO BE SOLVED: To unnecessitate activated carbon for harmful material adsorption. SOLUTION: A hear recovering device 5, a gas cooler 6 and a bag filter 7 are arranged in this order in a waste combustion gas line 4 for introducing a waste combustion gas 3 produced by the incineration of waste material 1 in an incineration furnace 2. A reducing atmosphere melting furnace 11 for melting ash 9 discharged from the incinerator 2, the gas cooler 6 and the bag filter 7 is provided. A carbon deposition reaction column 36, a post combusting chamber 15, a gas cooler 16 and a bag filter 17 are arranged in a melting waste gas line 14 for introducing the melting waste gas 13 discharged from the reducing atmosphere melting furnace 11. The carbon deposition reaction column 36 and each bag filter 7, 17 are connected with a carbon blowing line 38. The carbon 37 is deposited from carbon monoxide in the melting waste gas 13 in the carbon deposition reaction tower 36. The carbon 37 is blown into each bag filter 7, 17 to adsorb the harmful materials such as dioxins in the waste combustion gas 3 and the melting waste gas 13.
