PROBLEM TO BE SOLVED: To make objects to be treated containing heavy metals harmless and to effectively recycle the objects after the treatment without the generation of organic halides. SOLUTION: A vacuum furnace 33 subjects the incineration ash supplied thereto to a heat treatment under reduced pressure. Air supplied from near, for example, an equipment, is supplied as the air for combustion and cooling, to the vacuum furnace 33 by using a filter 34 for removing pollutants, such as chlorine components, from the air by using active carbon or the like, to prevent the reconstitution of the pollutants again. An alkaline component extracting section 35 extracts alkali components from the incineration ash heat-treated in the vacuum furnace 33. The incineration ash subjected to the extraction of the alkaline components from the incineration ash from which the pollutants, such as heavy metals, are removed is ejected to the outside of the system and is recycled as non-polluting incineration ash.
