PROBLEM TO BE SOLVED: To obtain a first agent for permanent waves having a rise and elasticity in a root (winding end) part of the hair and the soft hairtip part, good in finger combing, capable of realizing a desired perming style and excellent in wave holding effects (suppressing effects on lowering of wave efficiency during drying). SOLUTION: This first agent for permanent waves is composed by including [I] DL-cysteine, [II] a cross-linked type polyacylate and [III] a cationized hydrolyzed keratin. The contents of the above ingredients [I], [II] and [III] in the first agent for the permanent waves are preferably 1-15 wt.% of the ingredient [I], 0.1-5 wt.% of the ingredient [II] and 0.1-10 wt.% of the ingredient [III].
