PROBLEM TO BE SOLVED: To provide a stabilizing treatment method for municipal waste incineration flying ash which compounds a metal salt of alkali nitrate and amorphous aluminum hydroxide in combination with the municipal waste incineration flying ash and kneads the mixture together with water. SOLUTION: According to this stabilizing treatment method, the municipal waste incineration flying ash, such as fluidized bed furnace flying ash, may be treated while the amount of gaseous hydrogen to be generated is suppressed. The elution rate of lead is below a reference value and the shape retaining characteristic of the treated materials is good.
