SOLUTION: A permanent tool 1 has a curler cloth 12 and a curler 11. The curler 11 is made of a heat resistant material, the diameter of the circular section of which varies or stays uniform along the longitudinal direction. The curler cloth 12 is wrapped around the outside periphery of the curler 11, has a cotton cloth layer, to the surface of which a ceramic powder is applied, and has a heating element in the interior, and the heating element is connected to a power supply and generates heat, and exhibits a perming effect due to the characteristics of the ceramic powder.
