PROBLEM TO BE SOLVED: To obtain a composition for controlling disease and insect pest and activating growth, having excellent uniformity during dispersion and storage stability, capable of stably retaining its dosage form and effect even after long- term preservation and to provide a method for promoting growth of plant. SOLUTION: This composition for controlling disease and insect pest of plant and activating growth comprises one or more kinds of extracted solutions selected from the group consisting of an extracted solution of white-cedar leaf, an extracted solution of white cedar of Taiwan and an extracted solution of Western red cedar and a surfactant having >=8 HLB. This method for promoting growth of plant comprises promoting growth of plant by using the composition.
