PROBLEM TO BE SOLVED: To issue a card immediately if necessary. SOLUTION: Information for specifying a possessor is stored in an ID card 100. A user necessary for issuing a card allows an identification inputting means 210 of a card issuing apparatus 200 to read the ID card 100. At that time as the said person confirming information, for example, a password is also inputted. The identification inputting means 210 send identifying information and the password of the inputted ID card 100 to a control means 220. The control means 220 collates the inputted information with information concerning the possessor of the ID card stored in a storing means 230 to carry out certification of the person. A result of the person confirmation is clearly stated to a user via an interface 250 if occasion demands. When the certification of person is completed, printing information of the card is generated from information concerning the possessor of the ID card stored in a storing means 230 and information necessary for issuing the card, and outputted to a printing means 240. The printing means 240 prints the card following the printing information. |
