PROBLEM TO BE SOLVED: To apply suitable tension on paper in a paper pool portion into which the paper is sent in a looped shape, without contacting. SOLUTION: This paper sending device has paper pool portions 5a, 5b wherein paper is dropped in a looped shape and traveled, between a pair of guiding rollers 6a, 6b disposed in a traveling direction of the paper 3. Wind tunnels 8 covering the periphery of the paper drooping from the paper pool portions are vertically provided in the paper pool portions, and a ventilating device producing an downward air flow within the wind tunnel is provided in at least either one of the wind tunnels 8.
