PROBLEM TO BE SOLVED: To store thermal energy recovered from a batch plant efficiently and to supply it as required. SOLUTION: A batch plant 4 is provided with a high temperature thermal storage tank 5, an intermediate temperature thermal storage tank 7, and a low temperature thermal storage tank 9 having a relative difference in the set thermal storage temperature. Circulation piping 6, 8, 10 coupled with each thermal storage tank 5, 7, 9 is led to a heat recovery section where heat is recovered by sucking heat through a working fluid. A heat pump 20a is provided between the thermal storage tanks 5, 7 and a heat pump 20b is provided between the thermal storage tanks 7, 9 in order to sustain the recovered thermal energy at a set temperature.
