PROBLEM TO BE SOLVED: To quickly access target fixed information and common information in a data base having a plurality of physical records in which a plurality of pieces of fixed information and common information having a common value related with the plurality of fixed information is arranged. SOLUTION: The address of a physical record in which fixed information and common information specified by a key value and an information name are arranged in correlation to the key value and the information name is registered in a logical/physical correspondence table 3. When an application program 4 requests access to the fixed information and the common information by designating the key value and the information name, a data base access controlling means 2 finds the address of the physical record in which information to be accessed is arranged by referring to the logical/physical correspondence table 3, and reads all the pieces of fixed information and common information arranged in the physical record with the address, and returns the information to be accessed to the application program 4.
