PROBLEM TO BE SOLVED: To provide a transparent conductive base which has high strength, weather resistance, conductivity, etc., and moreover the manufacturing cost of which can be reduced, and to provide a method of manufacturing it, and so on. SOLUTION: A transparent conductive base is provided with a transparent substrate, and two layers of a transparent conductive layer and a transparent coating layer are successively formed on the substrate. The transparent conductive layer is composed mainly of fine gold-containing precious metal particles containing >=5 wt.% fine gold particles having a means particle diameter of 1-100 nm or gold, and a binder matrix containing at least one kind of functional group selected from among of a marcapto group (-SH), a sulfide group (-S-), and a polysulfide group (-SX-, x>=2). The transparent conductive base is used as the front substrate of the display device, such as for CRTs, etc.
