PROBLEM TO BE SOLVED: To make a device small-sized and small in power consumption by decreasing the scale of a dynamic image encoding device. SOLUTION: A count part 112 counts the amount of generated data of a video-encoding part 101. A control part 113 reduces data inputted to a multiplexing part 109 from a storage part 107 when the count value is large and increase the amount of data when, it is not. Thus, the data transfer amount of the storage part 107 is made uniform to suppress the necessary transfer rate.
