PROBLEM TO BE SOLVED: To provide a method in which the concentration of anions in a solution to be inspected is measured with high sensitivity, with high selectivity and simply. SOLUTION: A solution, to be inspected, which contains anions such as hydrogencarbonate ions or the like is brought into contact with an organic boron acid diester compound which comprises an atomic group indicating a fluorecence generating property such as a pyrenyl group. After that, the intensity of fluorescence generated at a time when the organic boron acid diester compound is irradiated with light is measured. The measured intensity of the fluorescence is used as an index so as to be converted into the concentration of the cations, e.g. by using a working curve which is created in advance. Thereby, the concentration of the cations in the solution to be inspected is determined.
