PROBLEM TO BE SOLVED: To provide a camera controller that can realize preset correction with the minimum number of operations. SOLUTION: The camera controller 101 capable of conducting panning/tilting control to a camera 111, is provided with a universal head control section 112 that controls a universal head of the camera on the basis of a panning/tilting angle registered in advance, a panoramic image generating section 113 that generates a panoramic image over an entire area to be picked up by controlling the panning/tilting angle, an entry section 117 that enters a position corresponding to the preset on the generated panoramic image, a 1st arithmetic section 113 that calculates the panning/tilting angle corresponding to the entry position on the panoramic image, a 2nd arithmetic section 113 that calculates a difference between the panning/tilting angle corresponding to the entry position and the preset panning/tilting angle registered in advance, and a correction section 112 that corrects all or part of the preset panning/tilting angle registered in advance on the basis of this difference.
