PROBLEM TO BE SOLVED: To suppress useless power consumption by turning off power supply of a camera when no change is found out in image data photographed by the camera. SOLUTION: When the camera 12 photographs an object (S1), a RAM 9 stores photographed image data and whether or not this image is changed is discriminated (S5). When it is discriminated that the image data have no change, a power supply circuit is turned off to stop an image photographing circuit 4 (S6). Since the power for the image photographing circuit 4 and the camera 12 is turned off when the image data have to change, useless power consumption can be suppressed.
