SOLUTION: The valve control function for determining a valve driving control value according to a target flow rate or target velocity is set in a control part 9 for controlling a hydraulic valve 7, and the inclinations of valve control functions f0-f10 to be switched in the change-over of valve control functions to be used according to the operation of a set operation part 16 are made the same.
