PROBLEM TO BE SOLVED: To allow detection for partial discharge even in a long cable. SOLUTION: A long cable 11 is wound by a cable drum 10, a sensor 2 is arranged in the vicinity of voltage applying side terminal 12, a sensor 3 is arranged in the vicinity of an end-side terminal 13, a pulse generated in the cable 11 is detected by the sensors 2, 3 when a voltage is applied from a voltage applying transformer to the terminal 12, and a time difference in transmission of the partial discharge pulse to the respective sensors and its frequency are measured to be determined as a discharge pulse when the time difference is constant, or to be determined as a noise when it is dispersed.
