PROBLEM TO BE SOLVED: To solve the problem of additional information being unable to be added further, since the area to which additional information can be added is limited to areas of DC coefficients and attached information of a dummy block in 50 Mbps compression of the conventional SMPTE standard 314M. SOLUTION: A coefficient converter 104 is replaced with a specific conversion coefficient the conversion coefficient corresponding to a dummy block added to a video signal by a video signal converter 102 and a data-substituting means 106 substitutes additional information generated by an additional information generator 108 for the compressed data, corresponding to the dummy block in the compressed data outputted by a compressing encoder 105.
