PROBLEM TO BE SOLVED: To smoothly carry out water feed and drainage and air intake and exhaust with no power. SOLUTION: A water injection chamber is provided on the top part, a first water storage chamber and a second water storage chamber to alternately work are provided on an upper part, a cylinder chamber and a drain chamber are provided on a middle part and a hydraulic turbine chamber is provided on a lower part. A ball tap 52, a pipe (a) for suction to be opened and closed by the ball tap 52 and a drain port 20 are provided in the first water storage chamber and the second water storage chamber, a piston 8 with a deadweight is provided in the cylinder chamber, and a deadweight 25 with buoyancy and a siphon type drain pipe 30 to be interlocked with the piston 8 with the deadweight are provided in the drain chamber. When water is injected in the drain chamber, the deadweight 25 with buoyancy rises, the piston 8 with the deadweight to be interlocked is lowered, and water is sucked in the first and second water storage chambers. When water of the drain chamber is discharged by work of the siphon type pipe 30, the deadweight 25 with buoyancy is lowered, water is sucked from a suction port 48 and it circularly works. Drainage from the siphon type drain pipe 30 generates motive force by rotating a hydraulic turbine 58 and drives a water feed and drainage device.
