PROBLEM TO BE SOLVED: To provide a video signal processor that can activate TBC even in the case of special reproduction as well as regular reproduction. SOLUTION: A reset pulse generated by a pulse generating circuit 5 reset the phase of a synchronizing signal tsync generated by a synchronizing signal generating circuit 9 in specific timing every one field or two. Thus, the phase deviation between an input signal and an output signal can be absorbed so as to activate the TBC even in the special reproduction.
