PROBLEM TO BE SOLVED: To provide a sliding member coated with resin and a method of manufacturing the sliding member having high lubricity, while taking into consideration the environment by not using Pb as a lubricating component even under situation that the oil is short on a lubricating surface. SOLUTION: This sliding member 10 coated with resin has a porous metallic sintered layer 12 of bronze formed on a back metal and a surface resin layer 13 partially impregnated in the porous metallic sintered layer 12, and the surface resin layer 13 is made of a resin mainly composed of 1-10 vol.% of tin oxide, and tetrafluoroethylene resin.
