PROBLEM TO BE SOLVED: To provide a cleaning device by which a cleaning defect is prevented, which is caused by permitting residual toner electrified on the surface of an image carrier to be electrostatically adhered to a cleaning blade. SOLUTION: The cleaning device is provided with the cleaning blade 12 for cleaning the image carrier 10 by abutment on the body 10. In the device, a conductive or semi-conductive layer area part 14 is disposed on the surface of the cleaning blade 12 at an upstream side in the rotary direction of the carrier 10 except at least a part which is abutted on the carrier body 10 and the layer area part 14 is electrically connected to a support member 16 for supporting the cleaning blade.
