PROBLEM TO BE SOLVED: To efficiently drive a generator by effectively using wind power regard less of a comparatively small diameter. SOLUTION: A twisted plate 6 twisted in the axial direction by making a twisted angle larger toward backward is provided free to rotate around an axis of a baffle cylinder 4 by making its outer peripheral edge approach an inner surface of the baffle cylinder 4 on the axis on the baffle cylinder 4 formed cylindrical and in a bell shape extending open to the front, and a disc 7 for driving a generator is arranged on the axis of the baffle cylinder 4 in the rear of the twisted plate 6. |
