PROBLEM TO BE SOLVED: To provide an alkaline dry cell which has low inner resistance, high use ratio of a positive electrode active material, and excellent heavy load discharging characteristic. SOLUTION: A conductive layer formed of at least one of graphite, conductive polymer, conductive oxide, and metal is prepared on the surface of manganese dioxide particles by a mechano-chemical reaction. Manganese dioxide particles thus having the conductive layer prepared thereon are used as a positive electrode active material. Fine particles of zinc are used a s negative electrode active material to compose an alkaline dry cell.
