PURPOSE: An apparatus for constructing an ADSL service network is provided to easily access a DSLAM(Digital Subscriber Line Access Module) connected to a PSTN by deleting an ATM exchange located between an ISP(International Signaling Point) and the PSTN and installing an additional device to make the data uplinked from the ISP into ATM data. CONSTITUTION: An ATM data conversion part(20) consists of an Ethernet hub(21), a CSUB(Concentration Shelf Uplink Board), a CSDB(Concentration Shelf Downlink Board)-E1, and a network access part(22). The Ethernet hub(21) transmits and receives information with an ISP(10) through an Ethernet. The CSUB converts the data transferred through the Ethernet hub(21) into ATM data in order to uplink the data to a PSTN(30). The CSDB-E1 transmits the ATM-converted data to the PSTN(30) and downloads the subscriber data downlinked from the PSTN(30) to the Ethernet hub(21) through the CSUB. The network access part(22) executes network access with the PSTN(30) and the CSDB-E1.
