PURPOSE: An apparatus and a method for monitoring and controlling a system in a remote place are provided to easily monitor and control a system in a remote place, without the necessity of installing special network resources, by accessing the system through a generic telephone network, communicating with the system through the telephone in a remote place and monitoring and controlling the system. CONSTITUTION: A system(30) is provided with an operation and maintenance part(31), a command analyzer(32), a call processing part(33), and a voice processing part(34). The voice processing part(34) is comprised of a voice recognizer(35), a DTMF detector(36), and a text/voice converter(37). The call processing part(33) executes call associated processing with a telephone(40). The voice processing part(34), processing voice information transmitted and received for the telephone(40), detects a DTMF tone supplied from the telephone(40) through the DTMF detector(36), recognizes a voice supplied from the telephone(40) using the voice recognizer(35), converts the voice into a text, and outputs the text to the command analyzer(32). The voice processing part(34) converts the text into a voice through the text/voice converter(37) and outputs it to the telephone(40).
