PROBLEM TO BE SOLVED: To cut transversally a large-sized cylindrical container, an apparatus, or piping over 250 mm in diameter, and eliminate the fear of a fire in work in a green house, and the fear of diffusion of radioactive materials due to the damage to the green house by the fire, and further provide a cutter which is lightweight-compact to be easily removed and which can be carried into a narrow room inside such as a cave, a cell, a duct in a controlled area to perform the cutting work. SOLUTION: A large-diameter cylindrical container, an apparatus or a pipe, etc., 1 is rotatably supported on rollers 2, and a cutter body 4 is fixed on the circular surface of the cylindrical container, the apparatus or the piping, etc., 1 by means of a chain which is to be engaged with a motor-operated sprocket 7 provided above the cutter body 4. The cutter body 4 is driven, and then a tip saw 9 is driven, and thus the cylindrical container, etc., can be cut at a fixed operating position.
