PURPOSE: A set belt buckle maintains a certain angle and rotates as needed to prevent deformation of a steel bracket by external force and make it easy to put on a seat belt. CONSTITUTION: A cover(30) with a steel bracket(22) of a buckle(20) and a spring(33) built therein is engaged with a location panel(10) by a bolt(40) so that the steel bracket(22) is rotatable. A steel ball(34) placed on a circular hole(24) of the steel bracket(22) with the spring(33) elastically supporting to adhere to a groove(13) of the location panel(10). The buckle(20) is fixed when the steel ball(34) is placed in the groove(13) of the location panel(10) and rotatable as the steel ball(34) is detached from the groove(13) as external force of more than a certain strength is given.
