PURPOSE: An inter-working apparatus and method for network access subsystems using an Ethernet network as an inter-working network is provided to easily achieve the extension and reduction of communication processing capability in order to cope with an increase in information users and information providers. CONSTITUTION: An inter-working management module(410) manages all its own shape information and network access subsystems' inter-working shape information. A user management module(420) judges call admission using a discrimination function for call setup parameters. A service management module(430) manages a call access number and call access status. A link management module(440), linked with a system identification module(450) and a link control module(480), manages link information set up with communication object network access subsystems. A network access management module(460) executes a function to initialize an Ethernet network. The system identification module(450) executes a function to obtain the Ethernet addresses of the network access subsystems connected to the Ethernet network. A user access module(500) provides an access method for communication between users through an Ethernet inter-working part(400). A call access control module(470) sets up or releases virtual lines set up between users. The link control module(480) sets up virtual links set up between network access subsystems and manages the status information of these links. An Ethernet access module(490) configures data to be transmitted by the system identification module(450) and the link control module(480) into an Ethernet frame and transmits it to through the Ethernet network.
