PURPOSE: An apparatus and a method for hot rolling stainless steel are provided which restrains inhomogeneous deformation and obtains homogeneous deformation inside the stainless steel generated when rough rolling and finish milling stainless steel or general steel in the hot rolling process. CONSTITUTION: The apparatus comprises a plurality of rolling rolls (3) hot rolling a rolling plate (2) of stainless steel, and an oxidation layer forming device for forming an oxidation layer on the surface of the rolling plate (2) passing through the plurality of rolling rolls (3). In a method for hot rolling the rolling plate by passing a rolling plate of stainless steel through a plurality of rolling rolls, the method comprises the steps of reducing a friction coefficient between the rolling plate and the rolling rolls before the rolling plate passes through the rolling rolls; and forming an oxidation layer on the surface of the rolling plate passing through the rolling rolls.
