PROBLEM TO BE SOLVED: To simply start an engine without performing a complicated start operation, and prevent high speed rotation in start. SOLUTION: A start lever 62 moved in the direction perpendicular to the rotary shaft direction of a throttle valve 6 is disposed. In the start lever, a cam part 64 for moving upward the throttle valve lever 41 while pushing up is disposed on a tip end, and an engaging groove 65 is disposed continuously to the cam part 64. In the throttle valve lever 41, a downward protruding wall 66 is disposed, which is engaged with the engaging groove 65 of the start lever when the throttle valve lever is not more than a prescribed opening degree. When the start lever 62 is pushed down, the throttle valve lever 41 is moved upward along the cam part 64, the protrusion wall 66 of the throttle valve lever is engaged with the engaging groove 65 of the start lever, and the throttle valve 6 is held to a start position. When the throttle valve lever 41 is rotated to the prescribed opening degree or more after an engine is started, the protrusion wall 66 of the throttle valve lever is released from the engaging groove 65 of the start lever, and a start condition is released.
