PROBLEM TO BE SOLVED: To accurately measure a cloth feeding quantity when sewing a skirt in a rolled hemming shape while feeding skirt cloth by setting the skirt clot in a prescribed position of a skirt rolled hemming unit. SOLUTION: In a skirt rolled hemming machine having a binder for rolled hemming cylindrical skirt cloth set in a doubly folded shape on the upstream side of a needle and a cloth feeding means for feeding the skirt cloth sewn in a rolled hemming shape to the down stream side, a roller 66B of a skirt stretching lever 66 for rotating by contacting with the feeding skirt cloth and a feed detecting encoder 80 having a slit disk 88 and slit sensors 90A, 90B for outputting a pulse signal in synchronism with rotation of the roller 66B via pulleys 84A, 84B and a timing belt 86, are provided as a cloth feed measuring means for measuring a feed quantity of the cloth fed by the clot feeding means.
