PROBLEM TO BE SOLVED: To provide a winding up device capable of detecting a slack portion sagging to a specified position lower than a winding shaft even if a discharging portion is saged to either one side of both sides sandwiching the winding shaft. SOLUTION: A sending portion 72 sending electromagnetic wave 76 so as to detect a slack portion 104 sagging to a specified position 90 of a discharging portion 100, is disposed in one side of both sides sandwiching a winding shaft 60. A receiving portion 74 receiving the electromagnetic wave 76 sent from the sending portion 72 is disposed in the other side of both sides sandwiching the winding shaft 60.
