PURPOSE: An access method of a specific terminal in a mobile communication system is provided to reduce the interference of an access overloaded base station and increase a call access success rate of a specific terminal group by maintaining average output power to the maximum in accessing the specific terminal group while maintaining it to the minimum in accessing generic terminals. CONSTITUTION: If a user inputs a telephone number and pushes a send key, a corresponding signal is transmitted to a base station through an access channel. The base station receives the signal and judges whether a call access request state of the signal is an overload state(S1,S2). In case that it is judged as the overload state, the base station sets an initial transmission power determination parameter(INIT_PWR(dB)) and a transmission power offset value(NOM_PWR) to the minimum(S3). The base station sets a power increasement variable as '0' and transmits the set parameters to the mobile station(S4). If the mobile station receiving this parameter information is a generic mobile station, the generic mobile station executes an origination attempt and a termination response using the variables received from the base station. In case that the mobile station is a specific mobile station, the specific mobile station ignores the variables received from the base station and determines output power using a preset value so as to smoothly execute an origination attempt and a termination response even in the overload state(S5,S6).
