PROBLEM TO BE SOLVED: To oxidation-decompose organic compounds in raw water containing a low level of hardly decomposable matter corresponding to environmental hormone by such oxidation function of hydroxyl radicals generated effectively by independent repetition of oxidation-dissolution of and ultraviolet ray irradiation to the organic compounds. SOLUTION: In a hollow rectangular housing 10, a plurality of treating chambers 12-1, 2, 3, 4 are formed in front and rear directions by a plurality of vertical partition-walls 11 divided in the front and rear directions. Each of the chambers is divided into an ultraviolet irradiation part 13 having ultraviolet lamps 14 and an oxidizing agent mixing part 15 having an oxidizing agent supply means 16. The ultraviolet irradiation part and the oxidizing agent mixing part of each chamber are made to communicate by an opening 18 installed at a divided place, and the ultraviolet irradiation part and the oxidizing agent mixing part between the adjacent treating chambers are made to communicate by openings 19 installed at the vertical partition-wall, and the raw water is supplied to the oxidizing agent mixing part of the first treating chamber 12-1 and discharged from the ultraviolet irradiation part of the last treating chamber 12-4.
