PROBLEM TO BE SOLVED: To provide an apparatus capable of effectively removing a mixed substance such as an oil component or the like in water only by the control of a flow without using a material such as an oil adsorbing material or the like. SOLUTION: This apparatus has a first treatment tank 1 in which water to be treated such as an oil component or the like is charged, a second treatment tank 2 receiving water to be treated at the upper part on one end side thereof from the upper edge part of the first treatment tank 1 through an overflow passage 10 and a third treatment tank 3 receiving water to be treated at the lower part on one end side thereof from the bottom part on the other end side of the second treatment tank 2 through a submerged flow passage 21. The overflow passage 10 has a trough-shaped bottom surface and drowned weirs 20, 23 of which the upper edges are lower than the surface of the water are arranged to the respective central parts of the second and third treatment tanks 2, 3 in the direction crossing the flow direction of water to be treated and a drain pipe 24 is disposed to the other end of the third treatment tank 3 so as to communicate with the interior of the tank 3 and the outside and the inflow port 24a of the drain pipe 24 is opened to the bottom part of the third treatment tank 3 and the outflow port 24b thereof is opened to the upper part of the peripheral wall of the third treatment tank 3 to be made higher than the overflow passage 10.
