PURPOSE: To reliably prevent illegal use and alteration of cards such as a telephone card, a bank card, a pachinko card. CONSTITUTION: An identification symbol and illegality preventing data which can be read by a card reading part are recorded in a card, and the identification symbol and the illegality preventing data are registered in a memory. Whenever the card is used, the identification symbol and the illegality preventing data of the card are collated with those registered in the memory. When both of them are coincident with each other, using of the card is permitted and when they are not coincident, the card is taken in.
