PROBLEM TO BE SOLVED: To provide a paper coating liquid which contains a pigment, a binder, a coatability modifier as basic components and gives a coated paper having not only a dry bleeding controlled but also a wet bleeding controlled, a good water retention, a high speed applicability and excellent surface characteristics. SOLUTION: The paper coating liquid is adjusted with a coating liquid modifier so that a ratio G"/G' of a loss energy G" to a storage energy G' at a time of the stress of 6 Pa in the coating liquid may be in the range of 1 to 3.5 and a viscosity of the aqueous phase may be 3 mPa.s or more.
