PROBLEM TO BE SOLVED: To convey a recording medium at high precision by obtaining suitable suction force in relation to the recording medium by suitably setting the belt surface roughness and the distance between mutually adjacent suction holes, in a recording medium conveying device for conveying the recording medium while sucking the recording medium on a belt by air suction. SOLUTION: The surface roughness (Ra) of a belt 14 for conveying paper 10 while sucking it by air is set in a range obtained by substituting the equivalent suction diameter (Dx) defined by an expression 1, 0.5×(D0/2) ec0/c1<=Dx<=0.95×(D0/2)ec0/c1 (D0 is the diameter of a suction hole, c0 and c1 are fitting values (c0=16.49, c1=6.05)) for an expression 2, Ra=[ Dx5/2-(DO /2)5/2}/ c0-cln(2.Dx/D0)}]1/3.
