PROBLEM TO BE SOLVED: To provide a manufacturing method capable of surely manufacturing foaming shock absorbing material having high strength using a polypropylene film. SOLUTION: A temperature during molding of a protrusion 20A of a protrusion forming film 20 is set to be 60 to 155 deg.C and a temperature at the time of melting and adhering between the protrusion forming film 20 and a sealing film 30 is set to 80 to 155 deg.C, and each of the temperatures is set to a proper value. Accordingly, it is possible to prevent poor molding of a protrusion 20A, a poor melting and adhesion of each of the films 20, 30 and additionally a poor peeling-off of the films from a molding drum 44, and even when each of the films 20, 30 is made of polypropylene, the foaming shock absorbing material 10 can be manufacturing surely and efficiently.
