PROBLEM TO BE SOLVED: To provide a resin film laminated steel panel excellent in shape retention at the time of stamping especially becoming a problem in a high tensile strength steel panel and, if necessary, also excellent in electrodeposition coating properties. SOLUTION: An organic film containing a carboxyl group-containing modified polyolefin resin wherein 0.2-0.8 equivalent of the carboxyl group of the resin is neutralized by an alkali metal is laminated on the surface of a steel panel in a thickness of 2μm or more.
