PROBLEM TO BE SOLVED: To provide a corona discharge-treating device imparting a wet property required for effectively performing a secondary processing such as printing, vapor deposition, adhesion, etc., on a sheet by the corona discharge treatment and at the same time for performing a treatment to make the surface of the sheet as hardly capable of sliding for suppressing the meandering of the sheet or collapse of its winding form in its conveying and winding process after the above corona discharge treatment, and a method for producing the sheet including the process of performing the surface treatment on the above sheet by using the above corona discharge-treating device. SOLUTION: This corona discharge-treating device equipped with a high voltage electric source, an opposing electrode roll and at least one discharging electrode connected with the above high voltage electric source, and performing the corona discharge treatment to the sheet conveyed on the opposing electrode roll, is characterized by constituting it as capable of performing a weak degree treatment in the lower stream side rather than in the upper stream side by at least one of the above discharging electrode, and a method for producing the sheet by using the above device.
