PROBLEM TO BE SOLVED: To provide an applicator for makeup provided with both performances of a feel extremely soft to the skin and an application function i.e., an applying device with a marshmallow-like feel deformable so as to be along the surface of skin even if it is a considerably irregular part such as the vicinity of a nose for applying cosmetics (foundation) simply and beautifully without any high degree of technique. SOLUTION: In this applying device for makeup, a form with flexibility and low impact resilience is used as a substrate. The applying device gradually restores itself after two seconds of restoring time or more in a restoration test to impose a load on the applying device until it becomes 20% in thickness in comparison with the thickness of the applying device in a no-load state at ordinary temperature, to leave the applying device in a compressed state for one minute, to remove the load, and measure the time required for the applying device to restore itself to its original thickness.
