PROBLEM TO BE SOLVED: To provide a starter capable of easily starting an internal combustion engine by smooth pulling operation, with little force fluctuation in puling a rope pulling handle. SOLUTION: The starter 10 is provided with a drive section A and a driven section B and a buffer and accumulation means 15 intervening at a midway position of power transmission between the drive section A and the driven section B.
