PROBLEM TO BE SOLVED: To provide a top-blown lance for dephosphorizing molten iron and the dephosphorizing method of the molten iron, with which the dephosphorizing reaction efficiency is improved and the producing quantity of slag is reduced without using halogenide. SOLUTION: In the top-blown lance for dephosphorizing the molten iron by using lime and iron oxide and/or gaseous oxygen in a top-bottom combined blown converter type reaction vessel, this lance is provided with plural non- round-shaped oxygen jetting holes 5 for supplying the gaseous oxygen and one or plural round-shaped powdery material jetting holes 6 for supplying powdery refining agent together with carrier gas, and on the end surface of the lance, this oxygen jetting holes 5 are disposed on the circumference of the same axis as the center axis W of the lance, and this powdery material jetting hole 6 is disposed as the same axis as the circumference disposing the oxygen jetting holes 5 and in the circumference at nearer position to the center axis W of the lance.
