PROBLEM TO BE SOLVED: To reduce a torque shock by the sudden change of an engine output at the car speed restriction time of the vehicle equipped with an engine with a variable valve timing mechanism. SOLUTION: When a car speed exceeds the car speed restriction target value VSPS1 of an increasing time, at first a valve timing control switch flag FBT is set to 1 and shifted from an usual control to an engine output restraint control. In the engine output restraint control, the valve timing is advanced upto a preset advance angle set value VTH gradually and forcedly (S12-S15) and thereby, an engine output is restrained and the car speed is restricted. While, when the car speed is less than the car speed restriction target value VSPS0 of a decreasing time, the valve timing control switch flag FBT is cleared and shifted form the output restraint control to the usual control and the valve timing is gradually changed to the phase responding to an engine operation state (S18-S24). Thereby, the highest car speed restriction is carried out while restraining the generation of the torque shock by the sudden change of the engine output.
